My Chi To is Executive Vice President, Chief Legal Officer and Corporate Secretary for Ë¿¹ÏÊÓƵAPP. She is responsible for legal and compliance matters globally, including corporate governance and government affairs. She is a member of Ë¿¹ÏÊÓƵAPP’s Executive Committee.

Before joining Ë¿¹ÏÊÓƵAPP in May 2025, My Chi was Executive Vice President and Chief Legal Officer at Voya Financial, where she oversaw the company’s legal, compliance, corporate governance and government affairs teams. Prior to Voya, she served as Executive Deputy Superintendent of Insurance for the New York State Department of Financial Services, leading the division responsible for supervising life, health, and property and casualty insurers in the state. 

My Chi began her career at Debevoise & Plimpton LLP, where she was most recently a partner in the firm’s Restructuring Group and Global Insurance Practice. She earned civil and common law degrees from the University of Ottawa and clerked for the Supreme Court of Canada. She also holds a master’s degree in politics from the University of Oxford, where she was a Rhodes Scholar.
